Merck, GSK and PhilaPort committed $4.5 billion around Philadelphia in one week
Two drugmakers and the city’s port announced projects from Oct. 9 to Oct. 14, and most of the money goes into labs, plants and a new cargo berth.

Gov. Josh Shapiro cut the ribbon on a new research building at Merck’s West Point campus on Oct. 14, as the state announced a $2.9 billion Merck expansion in Montgomery County through 2030 [1]. Merck CEO Rob Davis said the building “represents the future of clinical development at Merck” [1]. Five days earlier, GSK committed more than $800 million to its Upper Merion site, and on Oct. 13 the state put $371.5 million into an $837 million expansion of PhilaPort [2][3].
By our math, the three projects total about $4.5 billion, announced in six days [1][2][3].
| Project | Site | Investment | Jobs | Timing |
|---|---|---|---|---|
| Merck research and manufacturing | West Point and Springhouse, Montgomery County | $2.9 billion | Not stated | Through 2030 |
| GSK biologics hub | Upper Merion Township, Montgomery County | More than $800 million | 300+ new over five years | Construction from 2027 |
| PhilaPort expansion | South Philadelphia | $837 million | 6,000+ new | Under its 2040 plan |
Merck and GSK are building research and manufacturing space
Of Merck’s total, $550 million pays for ADVANCE, a drug research building at West Point that uses robotics and AI, and an R&D facility at the nearby Springhouse Innovation Park [1]. The state proposed a $5 million capital grant for the first West Point projects [1], which we calculate at about 0.2% of Merck’s commitment.
GSK plans to tear down existing buildings in Upper Merion and replace them with a biologics plant, a research pilot plant, a quality control lab and a manufacturing science hub, with construction starting in 2027 [2]. Regis Simard, president of GSK’s global supply chain, said the hub “will help accelerate the development and supply of future medicines” [2].
GSK expects more than 300 new jobs over five years and keeps about 4,500 jobs across Pennsylvania [2]. Including an $800 million Lancaster County project from 2024, its recent Pennsylvania commitments total nearly $1.7 billion [2].
PhilaPort is adding its first new berth in 50 years
The port plan adds a 2,000-foot berth at the Southport Marine Terminal and buys the 152-acre Mustin Yard parcel, with $109.4 million of the state’s money set aside for land [3]. PhilaPort says the work raises container capacity 122% and auto capacity 18% and supports more than 6,000 new jobs [3].
Leo Holt, president of terminal operator Holt Logistics, called the plan “a job multiplier that will go on for the better part of a decade” [3]. GLOVIS America, an auto logistics company, is the other named private partner [3].
How to use this
For industrial landlords and developers near the port
- Ask brokers which South Philadelphia sites can handle container trucks and chassis storage before you sign long leases there. A 122% increase in container capacity [3] could add demand for nearby warehouse space and truck parking as the berth comes online.
- Price yard and paved lot space as well as buildings. The plan raises auto capacity 18% and names GLOVIS America as a partner [3], and vehicle handling can need open land more than tall warehouses.
For contractors and suppliers
- Get on the bid lists for GSK’s Upper Merion work now. Construction starts in 2027 and includes demolition plus four new or upgraded facilities [2].
- Plan crews for a long Merck schedule. The $2.9 billion runs through the end of 2030 [1], which suggests years of phased contracts rather than one large bid.
For landlords and home builders in Montgomery County
- Keep housing demand estimates modest. GSK’s 300 new jobs come over five years, and its larger figure, 4,500, is jobs it is keeping [2], so the new demand is a few hundred households rather than thousands.
- Check The Portal’s Philadelphia page and Pennsylvania page for permits and rents before you underwrite rent growth near West Point or King of Prussia.
